At this public lecture, Ross Garnaut will launch the eighth and final Update Paper of the Garnaut Climate Change Review, Transforming the electricity sector. The paper looks at the drivers of recent electricity price rises and describes the likely additional impact of a carbon price. In response to this, the paper will establish how households can be assisted in the transition. It also examines how the regulation and development of the electricity grid can promote a more efficient transformation of the sector. Finally, it considers the case for assistance to electricity generators and proposes an appropriate package of transitionary measures
Ross Garnaut is one of Australia's most distinguished and well-known economists. He was commissioned in November 2010 to provide an update to his 2008 Climate Change Review for the Australian Government and community. His final report is due 31 May 2011. Separately to his work on the Climate Change Review Update, he is an independent expert adviser to the Multi-Party Climate Change Committee.
Professor Garnaut is Vice-Chancellor's Fellow and Professorial Fellow in Economics at the University of Melbourne and has been Chairman and director of many Australian and international organisations. From 1985-88, Professor Garnaut was the Australian Ambassador to China, and he served as principal Economic Adviser to Prime Minister Bob Hawke from 1983-85.
He is the author of numerous books and reports, including The Great Crash of 2008 (2009), and Australia and the Northeast Asian Ascendancy (1989).
